The Project Management Consultant (PMC), selected through an international tender, plays a technical and strategic supervisory role over both the concessionaire and the general contractor.

This independent and highly specialized entity monitors and coordinates both the design and construction phases, including road and railway connections and environmental management. Its presence ensures the alignment of goals, schedules, and budgets, offering a concrete guarantee for the project’s success.

Supervisory Role

Project Management Consultant

The Project Management Consultant ensures that the project follows methodological, technical, and strategic rigor.
Following an international selection process, Parsons Transportation Group (USA) was chosen as the consultant responsible for verifying the final and executive designs and supervising construction, including all connection works.

Its responsibilities include:

  • Technical review and control: Parsons oversees the quality of the final and executive designs prepared by the General Contractor (Eurolink) and technical partners such as COWI for structural calculations.

  • Process coordination and governance: Parsons acts as a technical interface among the concessionaire (Stretto di Messina S.p.A.), Eurolink, and key institutions (MIT, MEF, ANAS, RFI), ensuring transparency and consistency.

  • Environmental supervision: The PMC collaborates with specialized entities to safeguard the territory and guarantee compliance with environmental laws.

  • Quality, schedule, and budget control: Parsons certifies that the project meets established standards and progresses according to the defined economic and temporal framework.

  • Independence and credibility: As a neutral, autonomous entity, Parsons ensures that all technical choices serve the public interest rather than any specific industrial or political agenda.

This governance model, approved by Stretto di Messina S.p.A. under CEO Pietro Ciucci, also involves Eurolink (General Contractor), Edison Next Environment (Environmental Monitoring), and Marsh (Insurance Broker).

The decision to assign supervision to a global expert in suspension bridge design and construction reflects a clear choice: to achieve international excellence, strengthen institutional legitimacy, ensure transparency, and build public trust around one of Europe’s most ambitious infrastructure projects.
