In this context, the Environmental Monitor acts as a third-party entity, responsible for verifying that all design and construction activities comply with national and EU regulations, with particular attention to the protection of marine and terrestrial biodiversity, water and air quality, and coexistence with local communities.

The Environmental Monitor is therefore not a mere formality but a guarantee and transparency actor—independent, neutral, and tasked with maintaining a virtuous balance between infrastructure development and the preservation of the Strait’s natural and social heritage.

The Environmental Monitor is a cornerstone of the modern, sustainable approach adopted for the Bridge over the Strait of Messina. It is a highly specialized, independent entity—separate from both the concessionaire and the general contractor—tasked with monitoring, assessing, and certifying the environmental effects of the project during all phases: design, construction, and operation.
Operating under a structured monitoring plan approved by the relevant authorities, it measures parameters such as marine and river water quality, air emissions, noise levels, terrestrial and marine biodiversity, and hydrogeological and landscape conditions. Using advanced technology, sensors, and on-site data collection campaigns, it provides transparent and continuous environmental information.
A fundamental part of its role is prevention. The Monitor not only records potential issues but also provides operational recommendations, suggesting mitigation or compensation measures to minimize negative impacts. These may include less invasive construction techniques, marine wildlife protection systems, or compensatory reforestation plans.
From an institutional perspective, its presence strengthens the project’s credibility by ensuring citizens and public authorities that the Bridge’s development complies with sustainability objectives. In this sense, the Environmental Monitor also serves as a mediator, maintaining open dialogue with communities and ensuring transparency through public access to environmental data.
For the Messina Bridge, the concessionaire has appointed Edison Next Environment—a specialized environmental monitoring company—to perform these functions independently, combining scientific rigor, innovation, and transparency.
